What does it rule out?

The common tricks of urgency marketing: timers that reset on refresh, “selling fast” labels on products that are not, viewer counts that are invented, scarcity claims unattached to real stock. None of these are drawn from genuine demand, which is exactly why responsible social proof excludes them.

Why does responsible social proof matter commercially, not just ethically?

Because fabricated pressure erodes trust, and trust is what social proof depends on. A shopper who catches one invented claim discounts all of them. Messaging grounded in real evidence is durable; it keeps working because it keeps being true. The honest version is also the more effective one over time.
